The Medical Devices Outcomes Registry (MDOR) is an NHS England initiative designed to improve patient safety by collecting comprehensive data on high-risk medical devices used in surgical or interventional procedures. The registry tracks the implantation and performance of devices, links data to patient outcomes, and supports research, safety monitoring, and recalls.

MDOR addresses concerns raised by high-profile safety incidents and product recalls, such as issues with metal-on-metal hips and vaginal mesh. By digitising and centralising device tracking, MDOR helps: • Improve patient safety and monitoring of high-risk devices. • Provide early warnings for safety concerns and allow swift action • Support performance management of clinicians, enhancing accountability and learning opportunities • Facilitate recalls and ensure affected patients are notified efficiently

MDOR was developed in response to two significant reports: the Cumberlege Report (First Do No Harm) and the Paterson Inquiry. ​ • The Cumberlege Report highlighted failures in monitoring medical device safety and recommended creating a central, patient-identifiable database to track implants and analyse outcomes. MDOR fulfils Recommendation 7 of this report, aiming to improve patient safety and transparency. • The Paterson Inquiry focused on the malpractice of surgeon Ian Paterson and emphasised the need for robust performance data for clinicians. MDOR supports this by tracking consultant performance data and identifying potential issues. ​​ These reports underscored the need for comprehensive, data-driven oversight of medical devices and clinical practices, ensuring patient safety is prioritised and informed by reliable evidence.
